Passing the buck

"No matter who you are if there is a risk that is identifiable somebody is responsible. Take this example: Under the Health and Safety at Work Act it is the duty of every employer to ensure the health, safety and welfare at work of all his employees.
How was it that the Prince's Trust having granted funding for the repair to a sea wall wound up being prosecuted for breeching Health & safety Law?
Although complicated, the nub of it is that the Trust had indeed funded the project but had further provided a team leader and facilities to the organisation carrying out the work, this resulted in the prosecution of the Trustees of the Prince's Trust because in the course of its undertaking it had failed to ensure that the persons affected by its undertaking were not exposed to risks to their health and safety. Sadly, the sea wall collapsed killing two young people."
